Quick question, does this ability hit all characters in range simultaneously when it goes off, or does the player using it choose the order in which the targets are hit? I played a game recently where someone used this ability in conjunction with Princess Leia, Rebel Hero & Chief of State Borsk Fey'lya to move 4 after defeating a character on my squad with it and continue to hit my squad with the ability. I get that the movement CEs stack and allow this, but my opponent would target a character on my squad with this force power first and then move, leaving his other squad members unharmed as they were now out of range. Is this how this works? Thanks!

Yes, that's how it works in a nutshell.
The acting (UTF60) player chooses the order to affect characters, one at a time.
If an enemy character is defeated, the UTF piece can immediately take the movement (optional per each CE) and then affect another character. The trick is staying in range to get the commander effects.

In Star Wars Minis 'target' has a specific meaning and in this case the characters are not targeted. Some abilities that affect multiple characters are multi-targeting abilities. Furious Assault is an example. UtF affects multiple characters but it doesn't target them. Lightsaber Sweep is another ability that doesn't target.
