Mount says a riding character can make attacks, counting distance from the character with Mount. Is distance (and adjacency) also counted from the character with Mount for all other purposes besides attacking (CEs when it's not that character's turn, other character SAs, an enemy choosing a target, etc.)?

Yes, it works like Troop Cart. The rider is considered to be the same distance from other characters as the Mount piece, but it has cover (when that would matter).

Another question: can you mount while using Inuition/Surprise Move or only with your normal move on your turn?

A: Yes, so long as it was movement, and not a change of position like Thrawn's commander effect for example. Same applies here.
