Does ruthless bypass the droid ability? More specifically if someone with Ruthless rolls a 20 does it ignore damage reduction/shields?

The only part of critical hits that Droids are immune to is the double damage, other effects would still happen.

Yes. A theoretical exception would be if that character had Resilient, in which case Ruthless wouldn't take effect because the critical is nullified.
