i have a squad with leia HC and KelDor BH
if the keldor BH is defeated, he makes his save of 16, does he still blow up?

No, because it's not defeated... it would be in play. Think of the ability as "avoid defeat"

This is from the definition of Commander Effect: Commander effects normally do not affect Droid or Savage characters.
