So, I was just thinking it would be fun having the Imperial Governor in a squad with Lord Krayt and I was wondering if a dominated character could use Transfer Essence. Does it count as moving?

I believe he could, since it "places" the character in the defeated characters position, the only thing is that im not sure if he would pop your guy, or your opponents guy

While a player controls a character via Dominate, the character is treated as part of that player's squad (and not part of his original squad).
Transfer Essence is not movement.

So when the glossary says any ally counts as a legal target, it means THAT character's "former" allies?

So if he can target current allies, wouldnt transfer essense target former allies?

if you dominate Exar Kuhn with your own dominate figure, he can transfer into your own allies, not your opponents.
It doesn't matter who Exar Kuhn belongs to, once you dominate him he only transfers into your figs.
However, you can transfer essence during the dominate turn
