Rereading the text and glossary entry for Heavy Laser Cannon leaves me somewhat confused. Confused
To me the wording makes it sound that even on a hit you can avoid the 60 damage with a save of 11, since Splash Damage is worded differently. I always thought of it as a Splash 20.
So, what is correct ?

The wording of the glossary entry seems pretty clear that any of the damage can be avoided with a save of 11, whether or not the attack hits.
