You get momentum while strafing. However, some CEs that grant Momentum do not grant it until a character stops moving.

Here is the glossary to reference...
Glossary Text
If this character has moved at least 1 square during its turn, it gets a +4 bonus to Attack and a +10 bonus to Damage against adjacent enemies. Since this special ability works only on this character's turn, it doesn't help with attacks of opportunity.
I think there can be a mix up for a lot of players about how momentum works. Most likely this happens because the most famous piece handing it out gives it a limitation. "General Skywalker-Followers who end their move within 6 squares of this character gain Momentum." I for the longest time thought momentum only worked when the characters movement ended.

that is the way I understand it to be, that you only apply the bonus from gen. sky when you end your movement and then make attack/s. I can't think of another commander that would grant it to a strafe or gallop piece off of the top of my head.

after a quick search, the only commander I could find that doesn't put the "ends movement within 6 of this character" restriction on granting momentum is mandalore the indomitable and he could potentially grant it to a basilisk war droid but that is about the only thing I see that would let you apply the bonus to your att. and dam. as you perform the strafe, unless I am missing something or there is a new piece coming out that I haven't seen yet.

Yes indeed, and if you can fit in mandalore on basilisk as well even better but that doesn't leave room for much else. I did fool around with mandalore on basilisk.. With a regular basilisk and mandalore vindicated to let them move at the end of vindicated turn and then strafe on their own, but the huge base is still just really hard to maneuver into position.
