When something ignores cover for targeting, it means that you don't take cover into consideration when choosing a legal target. So basically, the character could target any enemy that they can see. The targeted character would, however, still get the cover bonus to defense if they are being attacked (i.e. Lightsaber Throw 3).

Yes, though diagonals count as two squares. Imagine your target had melee reach 2: every square they could attack would be within 2 squares.
