Scenario: Con Artist & Balista Shan on same team:
•Con Artist steals CE
•Balista goes off ABM
Does my Con Artist still get the enemies CE or no because Balista is suppressing it?

tricky... since the last one I guessed was no when it was yes, I'm going to guess here "Yes" heheh  so, yes, because the ability of con artist says select one from the opponent's card?

Actually as far as i'm concerned you're con artist loses the benefit as well. Since Bastilla surpress the commander effect, all recipents no longer recieve the benefit which includes you're con artist.

If you disrupt an enemy CE, your Con Artist cannot benefit from it while the CE is suppressed.
