This was a big debate in my play group for a long time, but I think the official ruling is that he can't. CEs tend to not include the commander himself unless it specifies (including this character). Its weird, you'd think that he'd be an ally to himself.

Characters are never their own allies. Relay Orders is another place where this ruling comes up and can confuse people.
