The TV SW Rebels got cards, but they've been called officially canon by the Powers That Be. Is Fantasy Flight considered canon? They have some interesting characters that could be fun as Rebel pieces.

Being canon is not a necessary requirement for new characters to be made in V-sets. The game is already full of non-canon characters from our V-sets and the Wizards sets. The largest determining factor for characters being made will be how popular or high profile it is. If people really want a character or if it has a prominent role it will take priority and be made first. Then second comes designers preferences as they usually get to included a few characters they want design into each set.
Character selection for new set lists begins with designers looking over request threads and various posts. (like this one.)
The popularity of new characters, frequency of previously requested characters and some that have been repeatedly shelved in the past are considered.
If enough people express interest in characters from fantasy flight games then there is a better chance they will be made in the game.
Also, if a designer really likes and wants to make ff characters then they could make their way into v-sets
