If I choose to activate Count Denetrius Vidian's Imperial Management (If an allied commander has line of sight to an enemy at the start of a round, you may remove that ally from play; it is defeated, and for the rest of the skirmish this character gains the following Commander Effect: You can activate up to 3 characters per phase. (This includes Droid and Savage characters.))
then do I have the option to activate 3 characters during the first phase if I decide to go first?

Assuming there's nothing in the Glossary to say otherwise, yes, I think that works. It's sort of mitigated by the fact that Vidian squads are typically going to be low activation, anyway.

You can also activate 3 characters in the first phase with Grand Moff Tarkin's CE or the Mandalorian Tactician's CE. Vidian works the same as Tarkin's.
Mar Tuuk's CE can let you activate 2 in the first phase.
Morlish Veed, Dodonna, and Lord Krayt do not allow you to activate 2 in the first phase. While they normally let you choose between 1 or 2 characters in a phase, their text says, "You can choose to activate only 1 character in each phase." So the options are to "activate only 1" or to not use the CE and activate the normal number of characters for the phase - which is only 1 character in the first phase of a round.
