They are "simultaneous". Whoever is going first in the round takes her start-of-round actions first, in the order of her choosing. Then whoever is going second takes his start-of-round actions, in the order of his choosing. Most (if not all) start-of-round actions say "immediate". If not all of them say that, immediate actions take place before other actions. For simultaneous timing, the player chooses the order of the actions.
