Just to clarify, with this power, Exar can defeat an enemy with 20 hp left, and then bring in either the Massassi Sith Mutant, or Khem Val? Is this right? Further, is the mini activated when coming in? Thanks in advance

correct (well unless you already have Khem Vhal on the board).

The mini is unactivated when it comes in.
