"An enemy commander within 6 squares has its commander effect suppressed until it moves out of range. (It still counts as a commander.)"

Does that mean, that an enemy commander's commander effects are completly shut down. as long as he 6 squares or less away, from the characters with disruptive and even enemy characters outside the 6 square area don't recieve any commander effects from that commander?

Correct.

Disruptive can work one of two ways. If the commander is within 6, the CE is shut down completely. If the character affected by the CE is within 6 but the commander is not, that character is not affected by the CE - but other characters farther away from Disruptive may still benefit from the CE.

The same logic works for Distraction (which is just Disruptive for adjacents instead of within 6). The logic also works for the interaction between Advanced Battle Meditation and Ysalamiri.
