I was looking for a possible combo for a NR SS squad and while I didn't find one, I wanted to double check; since I'm at it, for the edification of everyone else as clueless as me, what factions presently Don't have it?

Mirith Sinn for the NR kinda sorta gives SS to trooper and scouts.

Sith can sort of have it depending on how you look at. Stealth-Bombers

Haha... that's a good squad! I'd personally call that an Imperial squad... because the Super-Stealth is actually an Imperial feature... but it's still cool.
