Say I have a character with master of the Force 2. Does being spirited by Ragnos, essentially give this character master of the Force 3?

No. The wording is:

"The chosen character can spend its own Force points once per turn and spend Force points from this character once per turn."

So once from each per turn.

juice_man is correct. Both abilities allow you to spend Force twice. Neither allows you to spend 'one additional time'. So even though they are different abilities and they would stack, they don't get you to spending Force 3 times.
