Yep. I know Brutal Strike's glossary doesn't specifically say that damage can't be negated, but compare wording of Overwhelming Force to Brutal Strike. They both simply say that attacks cannot be prevented.

It also says that characters can't use abilities that respond to the Brutal striker's attacks, and attempting to negate damage is a response.
