I should know this but...if you turn something into a Rakghoul, is it unactivated when it is placed on the board? Does it depend on if the enemy you transformed was activated?

Q: Can a new Rakghoul be used immediately?
A: Yes. When placed, it does not count as having activated during the current round.
So, this character is unactivated but does not get an immediate turn, just is eligible to be used in the current round? So if you you still had an activation you could then use it for 2nd of the round?
