So they lose Aggressive Negotiations if they get targeted by an enemy.... What about Queen Amanoas CE? Could she Target them to activate them if she can't see any enemy?
And as a 2 part question, if she can, do they then lose Diplomat?
What about any other ability that doesn't require LoS. Can you choose a character with Diplomat as long as you don't see anything else?

Queen Amanoa's CE does not target, nor does it involve targetting. So, it is not affected by Diplomat, nor does it negate Aggressive Negotiations.
As for the second question, if you have an ability that targets but does not require LoS, such as Kohun Infestation, a Diplomat may be targetted so long as all other conditions are met (legal target and no LoS to a non-diplomat).

There aren't very many abilities that target without requiring line of sight. Kouhoun Infestation and Face Your Destiny are the only ones that come to mind.
