I can see him in the character browset but not in the squadbuilder.
He's in the search results but not in the character Usage listing.

This makes zero sense to me.
Exactly opposite of expected behavior when I forget some minor detail.
Survey says, GREMLINS!

Fixed.

I didn't forget some minor detail, but apparently I accidentally clicked on a minor detail that is actually a major detail for the builder. I learned something new today! LOL
