Sure it has been asked before, but does Brainiac's CE apply to enemies? Obviously it does to allies.

This may be a good spot to point out some annoying asymmetry between Disruptive and Distraction. Disruptive shuts down enemy CEs (for enemies and allies alike), so if your opponent has Brainiac, you can ignore Brainiac by putting your own guys in Disruptive. But Distraction only prevents enemies from being affected by enemy CEs. So if you park your Distraction piece next to your Twin attacker, it won't let your Twin attacker ignore Brainiac.
