So do you have to move away from an opponents spirit/ ghost to be able to make a non melee attack against an enemy character that is not adjacent? I think no because they don't count as legal targets, but my opponent in a recent game sure seemed to think that by moving his ghost next to my shooter that I would have to move to be able to target another one of his characters.

Light Spirits never count as adjacent, so moving one next to another character does not affect that character's targeting. This is covered in the glossary definition for Light Spirit.

Thank you, that is what I said but my opponent didn't believe me, and I didn't want to stop the game to figure it out right then but thought I would make sure.

As EmporerDragon, it's because they don't count as adjacent. Diplomats (when Diplomat is active) count as adjacent without counting as a legal target. Enemies have to move away from a Diplomat to shoot something else. They don't have to move away from a ghost.
