Interesting. Dodonna's CE has: You can choose to activate only 1 character in each phase. Wonder why Ozzel's CE is not optional.

because ozzel is ozzel, and Dodo is Dodo. just like grand moff tarkin , "can activate up to three characters". all wizards is doing is opening the playing field with activations.
