his blaster ability says +12 attack.
does that mean he has 20 attack (8 from his stat then +12 from the ability)?
or just 12?

It's just +12 because it's an ability that replaces his attacks.

But Jedi Hunter Can be used with it, too, so you can be attacking at a +16 for 30 damage.

does this work for all abilities that replace attack? specifically force powers that replace attack, like would force lightning get a +10 damage bonus from opportunist, cunning attack or jedi hunter?

no, because abilities that replace attack are just abilities. jedi hunter, opportunist, momentum etc., are just SAs that enhance your attack.

To expand on what Mandalore said, GGDAC's Blaster ability replaces his "normal" attacks for a non-melee attack. Since it is still an attack (just not his "normal" one), it benefits from things like Jedi Hunter, Opprotunist, Cunning, etc.
For other abilities that replaces attacks/turn that do not generate an attack (like Missiles, Flamethrower, Grenades, Force Push/Lightning, etc), they do not benefit from Jedi Hunter, Opprotunist, etc. because those are not "attacks".
