The new Sith Eternal Emperor has the ability "Siphon Power"
It reads:
"you may replace him [Sith Eternal Emperor] with a character of equal or lesser cost who counts as Palpatine, regardless of faction"
If I understand this correctly this means the following pieces can be used in conjunction with this ability 1. Supreme Chancellor Palpatine (Republic) 2. Emperor Palpatine on Throne (Imperial) 3. Sheev Palpatine, Sith Apprentice (Sith)
But does it also allow the usage of
4. Darth Sidious (Separatists) 5. Darth Sidious Hologram (Sith)
? If I understand correctly, these pieces count as Palpatine even though "Palpatine" is not in their actual name. Is that understanding (along with the assumption that all 5 pieces would receive Force Storm 4 (despite Darth Sidious Hologram having a Force rating to utilize it) and the accompanying commander effect (transforming Sheev Palpatine Sith Apprentice into a commander as opposed to a follower) correct?
Additionally, in regards to the quote:
"Any 'at the start of the skirmish' instances are immediately resolved"
Is my understanding correct in that this would mean:
1. Emperor Palpatine on Throne (if chosen) would immediately set up in the space the Sith Eternal Emperor is currently in (they are both Large bases and indeed Palpatine on Throne is the RM for the piece) to permanently reside in said spaces via Emplacement (which is an ability resolved at the start of the skirmish).
2. Darth Sidious (if chosen) would set up in one of the 4 spaces formerly occupied by the Sith Eternal Emperor and then immediately pick a Unique ally for Dark Master (another ability resolved at the start of the skirmish).

Yes, Darth Sidious counts as Palpatine.
Everything else there looks right to me.

Thank you for the quick reply. One more quick question. Does the new piece count as a member of the Sith faction (if it had been, say, Supreme Chancellor Palpatine, who is generally Republic)?

No. Nothing about the ability says it changes its faction. (Affinity changes factions, but off the top of my head I can't think of any other ability that does.)
