Chancellor Valorum's commander effect (granting Aggressive Negotiations to 2 chosen Republic allies with a force rating under cost 50) specifies that it happens during setup.

The glossary entry for Light Tutor says that it also takes place during setup.

Could I therefore use Light Tutor from the Dark Woman to give (for example) Captain Rex a Force Rating and then grant him Aggressive Negotiations for the rest of the skirmish?
