Can characters with 0 attack and 0 damage gain an attack and damage? Commander effects like Jabba Desilijic Tiure give +4 attack +10 damage to hutt cartel allies. If a hutt cartel ally has a 0 attack and 0 damage, could they attack for 4 attack and 10 damage?

Yes, unless they have a restriction from receiving that CE, such as droids or exclusive loyalty, etc.

A zero can be increased (e.g. Lobot can shoot for +4/+10 dmg if he gets the appropriate boost). A dash indicates that the stat cannot be increased at all (e.g. Darth Sidious, Hologram can never attack).
