If a character is gaining an ability through a CE that gets around rival, would that be a legal build?
Or would rival happen during squad building and prevent this altogether?

When you reveal the squad, it has to be legal. I don't want to give a blanket answer here, because CEs can have different timing and triggers. https://swmgamers.com/SWM/Rules/StartProcedures.pdf

This specific case General Pryde has Rival:
Rival (Cannot be in a squad with any character with Blaster Upgrade or any non-Sith commander unless it counts as First Order or Palpatine)
Then there is Commander Pyre's CE:
Pirate allies gain First Order.

So, in this case, I’m thinking the pirates gain First Order well after squad building occurs which would mean Pryde cannot be added to the squad. If I’m wrong someone correct me.

That's a blanket CE - they would get the ability immediately. Any CE that has you select someone to gain an ability to get around Rival... that would occur (most likely) during setup, so it wouldn't be legal at squad reveal. Similarly, Camaraderie can't get around Rival since Camaraderie doesn't grant its abilities until I think step 9.
