Does he have a lightsaber? His mini has one, but he has no powers listed that suggest he does

If the mini physically has one then he has one.

To add a little more clarity on that, this is from the FAQ:
To qualify as a lightsaber while inspecting a miniature, it must contain the colored lightsaber blade. If that isn't visible on the miniature, you must check the stat card for the Lightsaber special ability specifically or any Force power containing the word "Lightsaber".

Slight (but natural) extension for Vsets. Instead of looking at the mini, look at the picture of the mini on the card. For WotC minis is the same thing, but some Vset cards have a recommended mini with the lightsaber erased. Also, for Vsets there is the Lightsaber Wielder special ability. This is equivalent to Lightsaber but without the damage boost. It just makes someone count as having a lightsaber.
