Are you able to bring in reinforcements through Vong - Supreme Overlord Quorreal and also use the Eighth Cortex Shapers commander effect?

If you're playing with current competitive floor rules, no.
The Cortex shaper CE specifically says "piece is considered a reinforcement" and under current rules, you only get to use 1 reinforcement option.
If you're not using current floor rules, then yes, go nuts!

Not sure if that if correct.

The floor rule change specifically says “reinforcements special ability”

The eighth Cortex Shaper’s is a CE. It says that the other piece is “considered” a reinforcement, but it is still a CE

See this is what I was confused about. I took the side of TimmerB in my interpretation but was not sure. I am trying to play by the correct floor rules. Anyone I can get a specific ruling from?

Eighth Cortex is not a Reinforcement piece or have a Reinforcement Special Ability.
Its CE says, "The chosen character is considered a reinforcement."
