Character is getting a CE that grants Charging Fire. Character activates CF, and moves in to base a character in a disruptive bubble or that has the Distraction sa; does the character still get to use the CE and attack?

You've already used Charging Fire when you were out of range of Disruptive, so you get to complete using the ability.
