Are there rules around how low you can rapport a character?

E.G. If you had five Geonosian Elite Soldiers, would a Geonosian Solider cost -1.

Multiple versions of the same Rapport don't stack (so even if you have 5 Geonosian Elites, the Geo Soldier will still cost 7) and Rapport can never reduce a character's cost below 3 (used to be 1, IIRC).
