So I was playing against my friend the other day, and I was a little confused when he calculated his attack value.
Crowd Fighting =This character gets +2 Attack for every adjacent character other than its target
He was playing the "Coruscant Underworld Police Officer", who has a base attack of 7. He targeted one of my characters who was not adjacent to him, but he was adjacent to an ally of his, so he added +2 to his attack. Is he able to add +2 to his attack roll for every ally he is adjacent to, along with enemy characters that he is adjacent to?

Your friend was playing it wrong. He does get to add +2 for every adjacent non-target, including allies, but Crowd Fighting doesn't work unless the attacker is adjacent to the target. See here: http://www.bloomilk.com/Forums/default.aspx?g=posts&t=20615
