Telepathic Insight: "During setup, after seeing your opponent's squad, you may choose one enemy commander effect. This character gains this commander effect and any faction specific effects become Yuuzhan Vong specific effects. Any character name in the chosen commander effect becomes Yammosk War Coordinator."

While your squad contains only Fringe characters, allies get +4 Attack and +10 Damage.
Just double checking;
If the Yammosk War Coordinator steals this CE, in order for the Vong squad to be able to utilize the CE, it must have only Vong characters on it? Is this correct?

No, it must have only Fringe characters in it.

To clarify: the first clause of the CE is a condition. It does not specify what pieces benefit from the CE. It's just saying that the squad must be all fringe in order for the CE to be available.
The Yammosk doesn't change it, because it's not a h faction-specifuc effect. It's a general effect (allies) that is only available in specific circumstances.
