Yuuzhan Vong War Coordinator:
Characters' (including this character) special abilities that grant bonuses to Yuuzhan Vong within 6 squares have unlimited range. Characters' (including this character) commander effects normally limited to 6 squares have unlimited range for affected Yuuzhan Vong. You may not have more than one character with Yuuzhan Vong War Coordinator in your squad.

How does the Yammosk or Emminence Harrar affect fringe characters chosen by Mezheen Quads ability? Can they gain devotion and have unlimited range on Shaper/Scarification?

The character can use the abilities but they only have unlimited range for Vong.

Just double checking that this ruling from Swinefeld still stands, stating that a Fringe character benefitting from Neural Mapping will not benefit from unlimited range given to Yuuzhan Vong by the Yuuzhan Vong War Coordinator?

That's correct. The character being mapped does not become a yv character.

swinefeld's answer there is incorrect, because the restriction only extending range for YV only applies to commander effects- special abilities which grant bonuses to YV allies do receive unlimited range for everyone. This question was hashed out back in 2013 (presumably swinefeld had forgotten the ruling in the intervening 5 years).
