For sealed events, how do you account for Commander Effects?
Particularly, CEs that benefit only a particular faction?
For example, if I received, and decided to use, a Mandalorian Quartermaster, how would the CE be involved? Are faction rules disregarded, meaning that all pieces, regardless of faction, would benefit from the Manalorian Quartermaster?

For sealed events read the Commander effects and use them as stated.
So if you mando piece says allies.... then all of your characters would recieve it.
But say you have Princess Leia where it states a Rebel follower..... Well then her CE is worthless unless you pulled another rebel figure.
It sometimes makes for some crazy combos but that is what makes sealed tourneys very fun.
I know at Gencon I had Kotor Malak teamed with Han SMuggler and it was great having Han get that plus 4 to with his oppritunist.

I bought 4 boosters to practice this format.
1 KOTOR booster included:
Mandalorian Marauder Mandalorian Quartermaster Gungan Shieldbearer Gungan Artillerist Gungan Soldier Captain Panaka Genoharadan Assassin
Thus, as I understand what you wrote, the Quartermaster's CE isn't going to do any good, but Panaka's will be beneficial.

Back on topic, I think that the new DCI rule is annoying, pointless, and stupid. It hurts the game! I may not ever join a tournament because of this!

I can't say that I like the new rule, but I see a few reasons why it's a good idea. It's not going to keep me from playing in tournaments.

If you think it sucks, use Tarkin to see an enemy. You can activate what you want. 1 Person, 2 People, or even 3. Suck that WotC!

Tarkin doesn't work. The new rule specifically states only 1 activation.
I like the new rule. It makes you actually think if you want to go first to get one hit you need or take the extra ones for going second.

Updated: GOWK banned in DCI formats. Dynamic Duo added as a legal DCI format. GOWK and Boba BH banned for Dynamic Duo. Ruined Crystal Caves map is now illegal. Attack on Teth maps are illegal. Showdown at Teth maps are legal.
