Yo.

So, I was looking at Palpy's CE and it says Characters can spend Force Points... is that right? Just any ol' soul? Vader - sure - he wops out a Force Choke wi' Palp's FP... but a Stormie? Misses a shot and get's to reroll?

True. And although they can spend Force points, it doesn't actually give them a Force Rating; so Jedi Hunters don't get a benefit against those Stormies.
