Can he be targeted by anybody at any time when they have line of sight to each other? Because one of my friends said he cannot.

Darth sidous hologram is neither a diplomat, light spirit, or a 'hologram' like Veers Hologram is. There is nothing to prevent someone from attacking him as if he were any other character.

As long as he is a legal target (ie, no cover, nearest enemy, or your guy has Accurate Shot), then you are free to blast him. As others have said, it's best to do so at your earliest oppurtunity.
