Just making sure, card overrules commander affect, correct?
So Arica could move 6, use emperor palpatine on throne's fp to move 2 more, then use her own FP to blaster barrage? Or does she required master of the force two?

Hand of the Emperor doesn't overrule any CE. It overules one of the basic rules of the game: You can only spend FP once per turn. As long as a character with Emperor's Hand is in the same squad with a Palpatine, they have a more limitied Master of the Force 2.
