Can a character with Attack 0 and Damage 0 such as the Imperial Inquisitor(Dark Times) be used to combine fire with another character who is shooting?

I can't remember at the moment... ugh...

i do believe they require a damage rating in order combine fire.

you're right. My mind went blank on this one, I knew there was a requirement other than line of sight and being non-melee...

Next question along... can a character with Attack 0 and Damage 0(such as the Imperial Inquisitor) be given Opportunist(With IE Thrawn) and then make an attack against an enemy that has activated?

yes. that is possible. it is also possible to give palpatine on throne and a bacta tank opportunist. Believe me when people are hiding from palp so he cant lightning them it comes in handy.
