Just wondering about lancer droid. It's strafe attack declares that you only can attack each model once. Does twin attack still work if it gets that due to command effect?

It sure does. That is a big reason why they can be so deadly  You just cannot fly around in a circle and strafe attack the same character again.

strafe attack def, sez the character(with strafe) cannot attack the same character twice, so how can you fly around and attack them again?

Can you move the whole 24 and attack or only 12?

You can straiff moving all 24 but you can only move 12 if you are making a normal attack.

u can strafe 24 squares and twin all the enemys u can strafe ... or u can strafe 12 squares and twin all chars u can strafe, and than u can atk the last enemy again with your normal atk. :)
