When using Thrwan's CE that allows him to switch two allies with the same base size, can General Veers hologram be a target of this?

Say, switching his position with a Storm Trooper. I did this today and wanted to make sure it was a legal move.

No holograms are not subject to commander effects. I believe it is by glossary definition.
