If i have a character without a card, is it o.k. to make a copy card? Can i use it in tournaments and stuff?

check out Hothie's Orphans list on Wizards.com (might be a thread on here, can't remember)... He's been really helpful with cards.

what if i have 7 uggnaughts do i need a card for each one or can i just have one card

Just one. This is covered in the DCI floor rules.

Correct for DCI games.
But if you're playing at a local game store or home or wherever and it's not a DCI tournament, you can use house rules. In our league, for example, we'd allow people to use a copy. We also allow people to proxy in a figure for another that they can't find.

The best proxy we ever allowed is when a kid wanted to use a Gamorrean guard as a proxy for Vader.

This is correct to some degree. You must be able to produce the original pieces and an individual card for each piece if requested by the Judge. The point of customizing pieces is not to give players a way around the 'collectible' nature of the game. Creating extra Mouse Droids is essentially stealing business from the stores and distributors of the game, and essentially WOTC themselves, in the end. However, talk it over with your local group, and I would guess that most LGS groups won't fuss about it. The alternative is always there to borrow a couple Mouse Droids from others in your group when you need them. For Regional or Gencon level events though, I wouldn't expect custom Mouse Droids to be allowed.
