wondering: if were to swap two troop carts with cahracter(s) in them what would happen to those characters?!

When a Troop Cart or Desert Skiff character is moved or relocated, the figures "aboard" move and relocate with it. This is covered in the FAQ.

Ok, Say K-3PO is in one of the Troop Carts, would you be able to still swap them since technically your swapping other Characters? Like would the troop cart with K-3PO be swapped out & take the other Troop Carts position?

Yes.
As the Troop Carts are the actual characters being swapped. The "passengers" inside the Carts are just along for the ride...so to speak.
