Talz Chieften grants non-unique fringe Followers +4att and +10dam against non-uniques.
Captain Antilles grants followers +4att and +10dam against fringe characters.
Does this mean my Gungan Bounty Hunter can get +8att and +20 dam when targeting a non-unique fringe enemy? Or do I have to choose just one of the commander effects to use?

When Commander Effects grant a straight bonus, you get the better one. So you won't get both in this case.

They would stack if they were 'named' bonuses, though. Such as +4/+10 from the Talz and someone else granting Opportunist (which also grants +4/+10).
