say i have a mando scout in cover with the cloaked SA and a caamasi without cover, and my opponent has line of sight to both of them, he still cannot attack the caamasi as long as he has LOS to the scout correct?

Correct. Diplomat doesn't need a legal target, just a fig without Diplomat.
