Can Luke use master of the force to use master speed twice in the same turn? Thanks.

No, but you can Master Speed then spend a FP to move 2 extra squares on top.

And with GMLS, you can run out 6, burm for MS and burn another FP for an additional 2 squares to hit someone with a twin.

That is not the correct timing. All FPs must be spent before movement.

If you can't spend two Force points for master speed, does that mean that you can't spend two Force points to use Sith Rage twice and get +20 damage, as in Darth Bane's case?

Correct it would give you only the +10 damage. THis one doesnt work for two reasons however. Stacking rules apply to it because 1 abillity cannot give a bonus more than once per attack (unless it states otherwise) and you cannot spend force points on the same abillity more than once per turn.

Actually your second reason is incorrect. You can (in most circumstances) use a Force Power twice per turn. The reason you can not use Master Speed twice is because it is on the SAME movement. You cannot use Lightsaber Block/Deflect or Defense twice on the same attack, BUT you can use it on two attacks on the same turn.

There is nothing preventing you from spending force points on Master Speed twice. The thing is, you will only get the benefits of it ONCE. The same thing applies to Sith Rage, you can spend points on it as much as you want, but you will only get +20 dam. This is covered in the rulebook glossary under Stacking. And in the FAQ.
