so, in concept, if an OR scout and another character combined fire, and the attack hitted, but the enemy evaded...the enemy would still have -4 DEF from flanking support (OR scout) , right?

True, but Flurry works on a critical hit and a 20. Luke hits Durge with a natural 20 whoo-hoo it's a crit... wait he is "immune" to crits so no dubble damage, but it is still a 20 and included in the defenition for Flurry. So Luke gets the Flurry but not the crit.

seems like a vicious rule loop to me. Only because you are making them far more connected than it needs to be. By your reasoning, Disentegration should be negated as well, since it is triggered on a 20, which is a Crit Hit. The precedent is already firmly in place that a Critical Hit and a Natural 20 are two different things, and effects that are tied to one are not necessarily tied to the other. Think of the two concepts as two boats tied together. Resillient destroys the one boad with Crit Hits aboard, along with the Double Damage and Flurry passenger. The other boat, representing a natural 20, still remains, with passenger representing Disentegration and Flurry aboard and still taking effect.
