So a character with diplomat cannot be targeted if and only if the attacker can see an enemy character that doesnt have diplomat. So, the attacker must attack the dude without diplomat?

Like if the only other character has stealth, cloak, or can't be targeted for some reason. You then wind up with line of sight to someone but no legal targets.

You can also wind up with no legal targets \if based by a diplomat and can still see another character.
